The executive government of the Moscow region runs about 40 websites: for ministries, agencies and subordinate organizations. Historically each site was built separately, so design, navigation and even build quality varied noticeably from site to site.
The task was to bring order: design a unified template and component library that could be used to quickly assemble and then consistently maintain any government website.
Outdated, inconsistent design
About 40 government websites in the region looked and worked differently: incomplete navigation, outdated visuals, wildly varying usability for residents. Every design or structural update had to be redone from scratch — separately, for every single site.
Build a unified template and component library
Design one system — a site template and a set of reusable blocks (news, documents, services, structure, contacts) — that could be rolled out on any government site and updated centrally, without rebuilding each site from zero.
From audit to a unified system

Auditing existing sites
We compared around 40 active government websites and collected typical pages and scenarios — news, documents, agency structure, services, citizen requests.

Unified template
We designed the shared site architecture — header, menu, footer and page grid — that works equally well for any agency regardless of content volume.

Component library
We built reusable blocks: news cards, documents and legal acts, banners, an events calendar, structure and contacts, a request form — any page can be assembled from them.

Accessibility and maintenance
We built in a low-vision mode and made sure changes to the template and components could be pushed centrally — to every connected site at once.
